SKSE is not NEEDED, But it's not a big download, and allows better character creation.

This is only Meshes & Textures!!!!(with a few needed .esp's) You will need to download the game as well, but it will be worth it!!! I found the "best textures" I could while staying close to vanilla/realism as I could. 

I Highly recommend starting a new game, but not needed(i don't think) The low rez chopping block of 2006 is available on display in the opening scene.
